The cement is a balance weight. The leak can't be from the concrete block itself, so it must be from where the concrete block is fitted to the drum. If you can dry it thoroughly, yes you can seal around it with silicone caulking.
a home fix:
1- contact cement
2- C clap
3- 2 small pieces of wood one of which should fit inside at the heel
spread the cement on both surfaces let set for about 5-10 minutes till cement is tacky, press together, put a piece of wood on the bottom of the heel and one inside, hold in place with the C clap, leave over night, should out last the shoe, hope this helps

That's what I thought was wrong with mine to I had 1.75 in change and a piece of a wash clothe in the screen. I toke all that out and it still leaked. Took it apart further and found a piece of the weight that is made out of cement broke of and rubbed through the drum. That sounds like junk to me!!!

The technician should check the drain hose also, cause maybe there are some broken big parts of plastic or cement stuck inside.

you can use sellys contact cement or a rubber cement used to reole shoes to reattactch to the plastic piece. Just dont over stick the cup keep it concentrated towards the centre.
