make sure that the fuse is not blown, make sure there is no fork/spoon/etc stuck in the disposer. if it still doesn't work, you have to provide more information about what happens
There is a problem with the starter circuit. Electrical motors that big have a special circuit that gives them a jolt to get them started. It could be a failed capacitor, internal starter switch, or the starter coil on the motor itself. If it's under warranty you definitely need to exchange it. If you know what you're doing you could take it apart and test the motor components with an ohm meter to see what's bad, but it really wouldn't be that expensive to just replace it with another disposer.
