Read your computer's manual to find out what key to press before the booting process starts to initiate a recovery. That should work if the hard drive has a recovery partition that is still intact.
If not, use the recovery media that shipped with the computer.

try to do a system restore to a date before the problem started.

Go into the BIOS then to the Device boot order and make the CD drive the first boot device and the hard disk the second boot device.
