This set doesn't appear to have an instructions sheet on the Fisher-Price page. The Thomas TrackMaster wikia site has a page about this set, with pictures that should give you an idea of the layout. That page says the Sodor Blackout items were sold exclusively at Target, so that may be why the instructions aren't on the main Fisher-Price support page.

This is a children's game in which each player moves around the board collecting items as they land on them. Movement is decided by rolling a dice which has three different colours on its sides, and moving to the next available space of the colour shown. The object is to collect four items and return to the start/finish space.

You can actually make many out of the train set you specified. I am sending you a link that will give you all the ideas with pictures.
