Then run windows update on your machine.

Simple answer, no. If the problem is as it seems, that you do not have DirectX installed, you should just need to install it! If the game came on a disc, DirectX should be on the disc. Otherwise, you can download DirectX 9 from:http://www.microsoft.com/download/en/details.aspx?id=35

This problem comes when you don't have directx installed in your PC. First un-install skype. Then download and install the latest directx. If DirectX11 don't help, then use DirectX9. get it from http://www.microsoft.com/games/en-us/aboutgfw/pages/directx.aspx. Then reinstall the skype. Your problem will go away.

If your video card does support directx 9, as asked in the clarification request by bobbyspencer, you probably need to update your video drivers to ensure the directx 9 compatibility.

If it does not work, you can try reinstalling directx9 on your PC. If updating does not work, try to uninstall directx first and then update.

try updating your directx, if your windows xp then directx9 if its vista then directx 10, if that doesnt work I suggest backing up your savegame files and reinstalling the game

the directx 9.0 have several version....like January or August...

what type graphic card your use now? and what type of game you want to play?..
