All other fixtures in house work, including neighboring sink. Plumber confirmed pipes are free-flowing and not frozen. Faucet not working does seem to be tied to cold snaps, though (when we hit close to zero). When weather warms to 30, it flows again. This cycle has happened twice. Also get partial flow sometimes. Plumber cleaned cartridge, but it happened again since then.

It could be one of two problems, one simple, one serious.
If you have steel pipes you may be experiencing reduced flow due to corrosion in your pipes. Reduced hot water pressure in the kitchen faucet is usually the first sign since this is the faucet that is most used in the home.
Repiping is a job for a professional. Another symptom you may need a repipe is orange colored or rusty water.

There is a flow restrictor in the faucet. You have a very common complaint for these faucets. The restrictor will be shown in the owners manual. Remove the restictor. If you don't have the owner manual, work cautiously and take notes/pictures.

This happened to me just tonight, "slam" and all on a Delta 470. The gasket that leads to the pull-out hose corroded and finally slipped free, lodging itself in the hose. Just pull off the hose by removing the plastic clip, then pulling on the hose with a good tug, it should come free. The destroyed gasket was sitting right in the connector in a perfect spot to block the water any time it was turned on. This particular gasket is a "second layer of defense" gasket, but even though the faucet probably won't drip without it, you should probably still replace it.

I would turn off the water then check to make sure you have good flow up to the faucet itself. If you do then there might be a proplem with the cartridge or diverter. does it have a sprayer? If it has a sprayer head for the spout of the faucet then there will be what the call a check valve inside the spray head itself that canbe removed with a skinny screwdriver or something thin and long

most likely the gasket broke inside the lever, you have to replace it.
shut the water off from the angle stop (valve under the sink) both hot and cold.
use an allen wrench ("L" wrench) to remove the tiny screw around the lever, >>>>before you do that place a rag covering the drain for if you drop it<<<<
after that pull the lever out, that will show the inside of the faucet.
use an adjustable wrench to remove the actuator from the base.
when you get that part out you should be able to see the damage to the gasket. At that point you need a phillips screwdriver to get the gasket out and back in >>>>take the damaged gasket to the hardware store<<<< and get a replacement you may have to change more than one.
after you get all the gaskets in place, reinsert the actuator and don't forget to tight it up with the adjustable wrench.
center it so it would dispense the same amount of hot and cold water, replace the lever
reinsert the tiny screw with the "L" wrench.
turn on water from angle valves and test faucet.
that should do it and save you about 300 bucks
