According to the troubleshooting sheet, the parking brakes have a bad connection.

"9 Flashes:
The park brakes have a bad connection. Check the left and right motor connections and
wiring.
Check to make sure that the power chair is
not in freewheel mode."

My jazzy select GT lights blink rapidly 8 times then stops and then repeat wheelchair and I will not move

An 8 bar flash indicates a controller fault. The computer controller is under the front cover of the power wheelchair. Check all the connections here and at the batteries. You may need to replace or have the controller rebuilt. Hope this helps.

Lock key keeps blinkinglights blink 9 times

Depending on the controller type being used you either have a controller solenoid brake fault (sticker on bottom of joystick will say "PG Drives" and have 9-bars flashing) or a communication error between the controller and joystick (Dynamic Controller flashing wrench).
Repair for PG Drive is to replace joystick/controller.
Repair for Dynamic is to clean, remove and reseat or replace joystick cable.

Light flashes 9 times

This is a cable disconnect code. Follow the cable going from your joystick controller to where it connects to another wire under or behind your seat. Disconnect and reconnect. You also will want to look at the cable closely for any pinches or cuts. This will also cause the 9 flash code.

Jazzy select contol panel all leds flash 9 times, pause and then repeat. I have checked the free wheel mode levers on both sides several times and they are definetly not in free wheel mode

Bob on each brake at the motor there is a micro switch that the controller gets connection info as to wether or not the chair is in freewheel. I have seen these switches break and therefore the controller thinks the chair is in freewheel. you could also have a bad brake solenoid that is not activating the brake when you try to move. I think the micro might be the problem because you say it flashes 9 times as soon as you turn it on. You can get just the brake assembly from Pride instead of buying the whole motor/gearbox assembly. You didn't say if you bought the chair or Medicare. If Medicare did then they will pay for most of the repair you can contact your provider or a repair service Repair Xpress @1-877-581-3733 or Roadrunner Mobility @ 1-800-467-2668 Hope this helps you
