Yes It would. The belt doesn't just wear it slackens also. It will probably turn the blades when not under load but as soon at it attempts to cut grass there is not enough grip.
Replace the belts first and it should be fine.

If you have an tension adjuster on the handle loosen up until you can slip it back on. If thats not enough remove the spring at the tranmission.

Check the deadman switch on the seat, I had the same problem with my John Deere and that's what it was.

That is the most likely cause of the problem - taller and thicker grass the blades encounter more resitance and the drive belt slips and it doesn't cut. This would likely cause a juddering of the machine when it occurs.
