I would check the battery voltage on the starter motor firstly.

A refurbished set!

Its a coil or transformer that is not tightly mounted or is vibrating hard enough to make the sound, If this is a refurbished set that is why it was returned and exchanged-----

Two ways to fix---locate which board is bad and correct the problem with Hot glue on the individual part making the noise OR just replace that board.

go to the setting on fb and you should beable to set them

freezing, pointer wont move and wont...

Wont turn over are you sure as wont start is differant than wont run
Wont start could be Battery/starter/or engine siezed.
Wont run is not the same,,, that could be lacking power /low on oil/water/ Fuel/or even engine lacking power like down on compression which is all the above plus more ....
So check it out let us know again. Ron

chek your charger port if good replace your battery
