new coils have a chemical residue on them the technician is suppose to use 409 or other solution to wash them before installation.

Hello typically a air conditioner does not give off a foul smell, sometimes the condensate that drains out can have a moldy kind of smell or if mold is growing inside the unit it can give off a foul smell called " dirty sock syndrome". The last possibilty is that if the condensate line is drained to a floor drain and on the negative pressure side of the evaporator coil it could be pulling the sewer gas up thru the line, in this case the condensate line must be trapped to prevent this. Also, I would recommend pouring some bleach into the condensate line every few monthes.

Was the coil cleaned or just the drain pan and line.

I ran upon this a few years agoafter 20+ years in the industry it is actually called "DIRTY SOCK". In the winter the drain pan and trap dry out and all the junk left behind when the summer rolls around mix with the condensateand cause the odor. "Home owner fix" pour a cup of bleach down the drain and in the pan let sit for about an hour then pour a gallon of hot water, that usually takes care of it.
