Do a web search for "android tablet email setup" and follow the directions. This hit in particular seems easy to follow:

http://www.dummies.com/how-to/content/how-to-set-up-email-on-your-android-tablet.html

If you have Office, you might want to set up MS Office Exchange email:

I have try to make space on my I pad but I can't get my emails back

If you have set up your email account as an IMAP account, your emails are on the server, but if you delete them on your iPad, they are also delete on the server.
if you have set up your email account as a POP3 account, your emails are downloaded to your iPad ... if you delete them on your iPad, they are still on the server, so you can retrieve them. However, POP3 accounts don't show you the email folders that are on the server. You need to decide which is more important to you. On the iPad, do you want privacy (POP3) or flexibility (IMAP).
A POP3 account will also continue to use up more space (memory) and not clean-up (clear) ... eventually, you will have to delete the account to try to minimize the amount of used space. I don't know why it does this, but I have been fighting this problem for 4 years on two different versions of the iPhone. My iPhone is setup as POP3, while my iPad is set up as IMAP. I have not found a good answer to this problem.

How do I access by by email account

You can access email on the iPad in 2 ways.
1) go to Settings / Mail etc....
and add an account and use the ISP's settings and your email details to be able to attach to your email account via POP or IMAP.

2) you can use Safari to navigate to your online mail account eg Hotmail by searching for Hotmail and entering your account and password details.

When pressing email App I keep getting the :welcome to Email" page instead and I can't delete it

It sounds like you have no email account set up. Go to Settings / Mail etc and ensure that there is an account setup. If no, add an account and enter the details.

Why does my ipad not pick up my emails since BT altered its format?

On any iOS device you can receive mails, if you did setup the account correct. If anything has changed in the account, like from POP to SMTP or if something changed in the account name, or you changed the password, you have to change the settings to.
I think the easiest way is to go to settings, email and change the part BT changed. (what you call format, could be from POP to SMTP)
Or if you have everything about the settings on paper, just delete the BT account and set up a new BT account with the new settings.

Cant get into my email acc wanting email adress and password every time

It must be set in your account to do that, ask for your name and password. You need to go into your account you have with your tablet when you first set up the email address and change the settings. You may have not known that you checked the request for the name and password before entering. This can be easily changed. Just go into your email settings and look for the request to type in name and password and uncheck it.

My son bought my iPad in Australia and he set up his email account on it before he gave it to me. Now when I want update thinks like Skype it will not let me because my sons email keeps coming up and i...

You don't have to delete his account. It is simply the "default." If you setup your own mail account, you can then make your account the default. You will afterwards set up your own Skype account using your own email address. Nothing stops you from setting up a Gmail (Google) account. If you don't know how, simply google "how to set up a google email account." As to how to make that the default account on your iPad, where the menu item is to do that may depend upon the version of the operating system. Here is one depicted instruction set:
