Too much yellow in flame
That's no good. That's an indication that there's not enough air or too much gas going in the combustion mixture. Blue flame with orange tip is ok, but not yellow. For complete combustion, you need10 cubic feet of air for every cubic feet of gas. The pressure at the manifold for natural gas is 3.5 w.c (inches of water column), and propane is (LP gas) is 11"w.c. This has to be checked with a manometer.

The ceramic "bricks" need to be heated evenly. Since 3 are good, I would have to assume the other two have a restriction. Maybe a spider in the orifices, If you can access the "jet" where gas comes out, try using a paper clip or something similar to clear any blockage. If that wont do it, pull the burner, remove each orifice and clear. Good Luck
Testimonial: "Thank you very much for the info. There was some trash around the opening of the 2 jets. I cleaned them out with a tip cleaner and now it works fine."

SOURCE: pilot light is very small
Probably dust in the pilot safety ODS chamber. I like to flush the pilot with rust buster. but shop air will work. More here

The thermocouple is bad or not aligned properly. It is the metal bar in front of the pilot light. This bar senses the heat
put off by the pilot light. If it does not get hot it will not allow
the gas to flow. You either need to align it so that it is in front of
the pilot light and receives enough heat to allow the gas valve to
operate or possibly the thermocouple has gone bad and needs replacing.
It could also be that you are not waiting long enough. The thermocouple must sense the heat for at least one minute or more before it will let the gas valve turn on. Turn everything to off for at least five minutes. Re-light the pilot light and let it burn for at least one minute and then try turning the knob to on.
