I see a spring conected to tub to the frame and I think there are some springs missing on the other 3 sides.
The washer is unbalanced, make sure it is level and the clothes are distributed even, if this have been check. put the unit on cold water and see how fast it comes in. Safety programmed into the unit if it takes longer then 10 minutes to fill it will just drain. This is to keep the washer from flooding out. Check the water inlet where the hose screws on, it could be plugged up with grit

did you take out the shipping bolts when you bought it if you did then its the universal joint under the agitatot or in it more likely
SOURCE: spin cycle not working,
sounds like you have a broken motor coupling between the motor and transmission

More than likely motor has lost a stage in it. I would replace it.

have you tried resetting the self leveling legs in the rear? you do so by tilting the machine forward, as you do you should a springy metallic sound, then let the machine back down and see if that helps. this should be done anytime the machine gets move to ensure a strong foot hold to the floor
SOURCE: Whirlpool design 2000 is vibrating too much on
this one should have 4 vibration dampers.
