Method 1: Check your local connections at network and sharing center, if there are two enabled or active networks. As the icons have increased in size that means ur screen resolution has changed
Goto desktop right click on desktop >> Properties >> settings tab now u will find the Screen Resolution adjust it according to ur requirement and u will find ur icon size small again ( if u increase the screen resolution)
For internet settings Create a New Connection Wizard or u can check from Network Connection whether ur Local Area Network is Enable or not.
