2 year old Westinghouse WSE6100WA side-by-side fridge/freezer. The fan in the freezer is on constantly but the contents are thawing. Meanwhile the food in the bottom of the fridge (vegetables, fruit, etc.) is icing up. The freezer and fridge temperatures are set to normal (-18 and 3 degrees C respectively), seals are clean, compartments are not overloaded, the freezer thermostat is clear. What can the problem be?

I think I have posted my query in the wrong place - the model quoted is definitely correct (I am in Australia and so is probably not available where you are). Your refrigerator has a Control-defrost,adaptive timer ,PC board part number 241508001 This is providing your model is the one listed above your post WRS3R3EW. The model you listed in post does not come up. Until we can determine that the freezer is not defrosting you need to unplug and remove the back panel of freezer compartment to see if the evaporator coils are frozen or clear. If frozen this alone will cause a chain reaction that keeps vents to fresh food compartment open and cause freezing in that area. Sounds like you had a coolant leak. This kind of problem you describe usually is something you need to have a repairman come out and check, & get his opinion & an estimate. Please don't do anything to try to figure it out or fix it for yourself! You could hurt or worse. If you cleaned the freezer recently, is it possible that you poked the inside of freezer? That can do it. Also, check the plug to be sure whether you think that sounds impossible or not. box, as sometimes that happens too. And I assume you already checked the dials you adjust for how cold you want it? There is a dial in each of your fridge & freezer. Other than that, seek pro help. Good luck!
the mother board located inside the lower rear portion of the unit is bad,if you have recently had lights blow out this can cause a surge and ruin the mother board,also if there are relays clicking and lights are blinking dimly this is a good sign the board is bad

between the freezer and fridge.The fan in the freezer blows air through it.
Make sure this fan is running. You may have to hold the door switch in for it
to run. There is a flap you adjust with
the fridge temp. control. Make sure it's opening and closing when you adjust
the fridge temp. The problem could be the electronic control if
you have one or the mechanical linkages.

This is a bad design flaw, the fridhe is cooled by fan forced air from the freazer. Two ducts vent into and out of the fridge fron the freezer and ice can block them up (which you can find if you take off all the plastic at the top and back of the fridge). Hence, when they block up, the frindge does not cool, hence the thermostat tells the fridge to keep running which makes the freezer colder and colder, making the blockage worse.
You need to not only fully defrost the freezer (which can be done quicker by removing the plastic panel in the back of the freezer and using a hairdryer) BUT also fully dry the fridge before turning it back on. To stop it happening again, avoid puting unvovered liquids or hot items in the fridge. Also avoid leaving the fridge and freezer doors open for long especially in humid conditions. As I said, it's a bad design.
