You can only use your phone as well as the touch screen by replacing touch screen module,all touch screen phones are too sensitive mostly when accidentally dropped off the ground or watered damage.This is not repairable so never open the phone without any replacement,might broke the LCD screen when improper dismantling takes place,Solving this issues can be done by going to a service center,this will ensure your phone safety.

Freezing is also one of the factor that's why your touch screen is not working,it can be fix by updating the phone software or firmware,or you can drop by to the nearest mobile service shop near you,by the use of GSM gadget,it will be fix properly without experiencing error on programming.pay not that much and for sure service is negotiable.

The lcd screen cracked and won't show display but touch screen still works and you can turn off and on.

The LCD panel and Touch screen panel were both have separate circuit connection. the covering panel of the LCD is the touch screen the inner is the LCD, replacing an LCD is quite just bit easy all you need a replacement LCD, you can purchased it online or via ebay. and you'll also need a dismantling guide and a very cheap opening tools.

Touch screen broken

LCD is inside the front glass that has logo of htc

the upper glass is called touch panel or digitizer it is working as u say but lcd is broken u can see visible cracks on it and it may partially display or not at all then ur lcd is broken by pressure or impact u need to get it replaced around like 100-150 dollars depends on the model and size of the lcd screen
