My petrol hedge trimmer blades will not move but engine runs
Looks like my clutch is worn. Cleaned blades, lubed blades, hand turned clutch when I opened it up and blades move then, but they won't engage when put together. Shiny areas on side of housing and clutch so I'm guessing need a new clutch. Beware that you may need a clutch too if you've tried everything else listed in previous comments.
Adjust blade screws by backing off half a turn...still not working clutch could be worn out..

spray liberally with wd40, let side and hour spray rag with wd40 and clean blades and look for any bent teeth in blade that maybe binding them as u clean use pliers and screwdriver to move if any found, it is likely that wither sap dried or rust formed and is creating too much friction for blades to move wd40 will help free up blades

You may need to take it to a professional to sharpen. It may have some trash in between the blades keeping it from not cutting. Plus when you use it try spraying some WD40 on the blades to help them move and cut.

My trick is to make sure that I always lube the blades after each session with a 3/4 engine oil + 1/4 kerosene mix - making sure that every tooth gets a drops or 2, then run it for a seconds to spread the oil & leave the blades overlapping. Doing this allows the blades to self sharpen I've found. 2 stroke oil , unmixed is about the perfect viscosity aswell.

Had the same problem: when I turn on the trimmer, the motor would hum but the blades won't move.
What I did:
1. Sprayed a ton of wd40 between the blades
2. Took a screwdriver and kinda wedged it between the blades to get them unstuck. Also removed some guck between the blades.
And it worked!
