SOURCE: Whirlpool Cabrio - How do I tell if my heating
If you are comfortable useing a volt meter and a ohm meter I can walk you throught the steps otherwise you need to call a repairman, If you are not getting any heat and the tumbler is turning it is possible the element is bad again only a test meter can tell for sure or you can take the dryer apart and look at the element to see if it is broken make sure the power is turned off at the breaker first also unplug the dryer.

It wasn't my dryer after all, but the breaker box behind it. We first replaced the furnace breakers at the top, then still noticed the horrible, fishy smell. We realized then it was the hot water tank breaker and are replacing it now. Our breakers are very old and we'll be replacing all of them. Thanks to those who followed and tried to help.
