Hi Gary. Unplug the unit and remove the fan power connector terminals or plug. This sounds like you have a loose wire on the fan motor. The fan is supposed to run anytime the compressor is running. If the fan for some reason stops working as you install the fiberboard panel there is either a terminal or wire problem on the fan wires. Look at the terminals... make the connections tighter carefully is possible and re-test to see if it shuts off as you install the panel. If it stull shuts off start looking for chaffed wirng or hot spots in the wiring. There may be only a single strand of wire porviding low current power with the correct voltage and when you install the cover the strand seperates. (Have had personal in home(s) experience with this one several times.
Make sure you clean off the fan motor shaft in the bearing areas as lint and dust on the shaft make a good brake. (older style fans only)
