Hold in the main power on button until the computer shuts down -windows will automaticly safley shut down .
once it shuts down restart it and hopefully the mouse problem will also be fixed

you have to hold down the home button and the hold button till the system shuts down. if that doesnt work try holding just the home button till it shuts off.

Shut down problem

somthing is running in the background ... maybe spyware ... maybe just some application ... try shutting everything off manually in ur taskbar and then shutting down ..
or Else You can also right click the task bar and select "task manager" from there go to "user" and above that you find the shut down selection in one of the menus.

PC CANT BE SHUT DOWN

You need to provide some more information, it could be spyware as jerry suggests or it could be a bios or motherboard issue. It might be that some software that wont close or allow you to shut down. Look in win defender to see what software you can run without and disable it from start-up and then that can be ruled out.

Cant shut down

keep start button pressed 30 seconds, the pc should turn off. If not brutally unplug the power cable. Do a scan disk on restart.
