Has fuzzy spots all the way across the screen and just scrolls up
The picture was perfect earlier today and turned tv off to leave and when returned hours later and turned on, still has picture but is not clear, but fuzzy

Is the picture fuzzy whether you are waching tv or a dvd or a tape. If it's only fuzzy on tv or dvd or tape then it's the source. If all inputs are fuzzy suspect a bad tv.

You have a poor solder connection in the frame output stage. If you have a soldering iron, remove the back cover & look for an IC that will be attached to a metal plate that acts as a heatsink. Carefully re-solder the pin connections on this IC ensuring you dont leave any of the pins shorted together. If you spot any other connections around about this area also looking dry, then resolder them as well.
Definately a video processing problem and it may need a logic board it is called. Does the set work fine if you feed component into set to bypass all that? Let me know. GURU JAY
It soulds as of your solder joints are getting old and starting to crack. If the screen goes completely black then I would resolder all the major solder joints on the main PC board, and if you mean that the screen goes to all snow (as if the cable went out) then I would also pull the tuner and resolder the joints inside it too. If you do not have experience soldering on small PC boards then allow a qualified tech to handle it for you. The fact that it works sometimes means that all major components are fine and the repair shouldnt cost too much.
