The generator was stored for more than a year with fuel stabilizer and full oil. Fuel was changed but generator will not start. Tries to start with starting fluid added to carburator but will not start completely. Spark plug also has good spark.
First drain the fuel bowl. Any old fuel in there will keep it from starting. Fuel stabilizer is not what it's it cracked up to be. I've worked for 6yrs at a rental yard and had no luck with any fuel stabilizer, the fuel still went bad. If after you drain the fuel bowl it still will not start, you will need to clean the carb. Remove the carb and spray carb cleaner through all the accessible passages. If this does not do it, you will need to replace the carb. For long term storage I highly recommend draining all the fuel and filling just the carb with fuel stabilizer to keep gaskets moist. Then drain the carb when you take it out of storage.

I just picked up atroy built 5550 never had oil or gas in it but is 2 years old. i added gas and oil plus changed the plug and still will not start. what next?

Just solved same problem on Troy-Bilt 5550 generator (Briggs and Straton 10 HP OHV motor): Invert generator. Remove shield covering carb bowl. Remove carb bowl (2 screws). Remove carb bowl and spring (spring holds float in position) from carb body. Remove plastic float assembly from carb. At bottom of float assembly is metal orifice which is fuel pickup. That is plugged. Clean it out with (for example) carb spray cleaner. Reassemble and test. Worked like a champ for me.
I have a Troy-Built generator as well. Carb repair kits are available on the B&S web-site. Booklet number is 204400 for all of the parts. The carb orifices are very, very small and clog easily with the smallest of particles. These generators are very ticklish to tune up. Best to change the springs if they appear corroded at all and remember which peg hole the governor spring was removed from... there are about 20 different holes which vary the spring tension. To do this, you need to remove the on/off switch cowling. These engines do not do well with regular or ethanol doctored gasoline. Ethanol added gasoline will ruin the seals. They generally are not intended for continuous, heavy duty use. If you want a heavy-duty generator, that is allowed in National Parks (meets noise criteria), buy an Onan and forget about it.

You need to remove the air cleaner and the housing that supports it. There will be two Inverse Torx screws that you can remove carefully with Vise Grips to remove the carburetor. You should have something ready to plug the gas line... a whitled stick is fine so you can detach it. A pair of regular pliers is great for grasping the hose clamp and sliding it upwards.
