Install a brand new needle. If it still does not pull up the bobbin thread, then the machine is probably out of time. Search for sewing machine timing or take it for service.
check to see if cleaning is needed. Threading and bobbin are correctly done. Could be thread if using a cheap brand. Try Sewer's Aid as a last alternative. That item is great for problem threads.
Take out the thread.
Now cut the end of thread using a pair scissors.
Now try that again.
Once i had the same problem and later found out that the uneven end of the thread caused problem by refusig to move around freely hence preventing the stich formation
It should move a little so the thread has clearence. If the thread is bunching underneath, it usually means the thread's not in the take-up lever or top tension is too loose. If you're needle has hit the bobbin case and created needle marks, the thread can get caught... in which you'd need to replaced the bobbin case.
