if you havent tuned the carbi try screw the low speed screw gently all the way clock wise onto the seat then turn it back 1 full turn anti clockwise.if then it starts turn the la screw clockwise till the blade starts to run then back it off till the cut disc stops turning a simple tune done

The torn seat must be repaired or if the damge is more it must be replaced. you can try with soft washable cushions on the seat that would help after the seat is repaired. Secondly the back support suspension as you mentioned can be an aligment issue and if there was any damage while it was transported this change would have affected the framework and so there will be shift. Keep the stroller on flat ground and measure all side, if there is a bend you can use force to strengthen and correct.

Ok, I know this is old but to help anyone in the future...
It is really, really easy to remove the rear seat cushion.

You just push the bottom of the seat cushion in and lift up.

Keep rear seat back in upright position.
You need to unlatch the rear seat cushion at 2 points, which are at the center of each seating position. You just squish the seat cushion towards the back of the car, right at the bottom where it meets the carpet and lift up. That half of the seat will popup, then repeat for other side.

It takes maybe 5 seconds to do.

You won't beleive how easy it is 'till you try it.
This is how many, many cars mount there rear seat cushions.
