No motor activation. I just replaced the ceramic fuse, but problem still persists. I also unplugged the machine for 15 minutes and tried again just to see if "rebooting" would help. Is the problem in the motherboard or the motor?

In almost all treadmill error 1 denotes the speed sensor error.
In you case I suspect there is some variation in the alignment of the speed sensor. May it moved away from the magnet Which is fixed on the rotating wheel. Try to make it closer as much as it can, be sure not to keep a small distance .hope it will solve the problem.

1 - Motor Movement
ERR1
indicates a speed issue. In this case, the motor speed as reported from the
optic sensor differs
from
the speed setting.
Analysis:
Optic sensor signal issue -- Either the optic sensor signal is not right, or it
is read incorrectly, or
the signal is not reaching the display.
1) you must use the VOM, for test the outlet wall, and measure if the voltage is o.k reset the c.breaker from your house. 2) reset the c.breaker from your treadmill 3) replace the fuse with the same capacity(ampers) +voltage and the same type ceramic or glass. 4) after you did the replace, test for main switch, and adjust the REED switch according see the instruc. manual. 5)if the problem persist a) LUBE the deck belt b) Lube the rollers bearing c) lubricate the bearing motor.Otherwise the main motor board is faulty.
It sound like either the wire harness that goes to upper console is bad or the Motor Control Board that has the 5v or 12v is missing. Here is the bad news New Balance is out of the Treadmill business and do not carry these items anymore. Their might be one other thing you might try is that if this unit was not maintain as owner's manual suggests, then the fuse may have open up. You must open the motor shroud locate motor control board find the fuse, if you have a multi meter check continuity of the fuse if open replace it with the same value ( maybe 15amps). Plug unit in if the display returns then proceed to do the prescribe maintenance in owner's hopefully that the belt and deck was not damaged when it went dead.

That error code mean you motor is not getting the correct signal to operate the drive motor. You will need unplug unit then take the motor shroud off visually inspect all connectors then make sure all of them are seating solid in their connectors. then plug the unit in check an see if the L E Ds have lit on lower electronics board then get on unit and with your foot proceed to move the belt while doing that hit your start button and see if that error code come up. At this point we are checking the speed sensor to see if it is functional. Now if your upper console is registering its showing speed and time moving forward this also tells us that the communication between the two boards are fine. Now stop this process and you should have the error 1 show on the console. If you have a multi meter handy find the two leads coming form the motor going to the board unplug them put the two leads into the connector switch the meter to dcv 100v range and proceed to move the belt in the previous now the motor has become a generator and if function you should be getting a dcv output if not the it telling either worn motor brushes or open winding in the motor now if you get a reading then that lower board is defective. Then call York and get pricing on the defective part.
In general, I haven't ever seen the MCB fuse ever blow. But the fuse should be visable if you remove the lower cover and look at the circuit board, most of these are of the old style automotive type and can be found at an auto store. more than likely a transister is blown and the board itself needs to be replaced, this usually happens due to the deck not being lubricated
