There is a little icon which appears on my taskbar for literally a second and then disappears. It does this every 1-2 minutes.

Sounds like the explorer.exe process might be restarting. Open Task manager and keep refreshing the processes to see if explorer.exe disappears/re-appears.

Move the mouse to the bottom of the screen to make the taskbar reappear. If you want this to display at all times, right-click on any blank area of the taskbar and select Properties. Clear the checkbox next to Auto-hide the taskbar.
This worked for me:
Click on the little TV, the RT28701 box will appear. Select the "Wireless Information" tab and highlight your network connection, then click the "Advanced" tab. Check "Use Windows to configure my wireless settings" and the "Automatically connect to non-preferred networks" boxes. "Networks to Access" should read All Available.
Next, double click your highlighted network connection. The "Wireless Networks Properties" box will appear. Make sure the Network Name (SSID) is your network connection.
Under "Wireless Network Key (WEP)" box the information should read:
"Encryption: WEP"; "Authentication: Open"; "Network Key: (the number on your modem)"; "Key index: 1"
All the little boxes should not have checkmarks in them.
Click OK which will return you to the RT28701 box. Click OK again to return to the desktop. Click "Start" tab to shut down netbook and then restart. Turn Wifi on by holding down F9 function key for about 5-10 seconds, or double click Wifi icon and then click the Power On box, which will turn it on. Wait for little tv to show up on bottom taskbar and the red x to disappear from it. Then, click Internet Explorer and it should connect.
