I have a Kenomore HE 2 plus washer (front loader) all day to day it is having trouble draining and throwing the code F-28... I cleaned the drain pump twice and it still doesnt work...what does this code mean?

It may be that the drain pump is not the problem at all. Error Code F-28 on the Kenmore HE2 means that there is a signal error between the Central Control Unit (CCU) and the Motor Control Unit (MCU)
Well its kinda hard to say because you could save money by getting a repair man to come, diagnose the problem, order the part and install it,,,, or you could order both parts and install them yourself as im not aware of a way to test which of the 2 parts is defective. So either way,,, its probably going to be expensive unless your under warranty.

If you found a blockage in the pump screen restricting the drainage and it now drains fine but F21 is still there,the error code can be cleared by pushing the PAUSE/CANCEL 2 times within 2 seconds. If after clearing the error code if it returns on the next wash cycle the pump will need to be replaced.

There sould be a lower access panel in front. Remove 3 torx screws and remove. You should see the pump "trap". Rotate handle CCW and be ready with a pan or wet/dry vac to clean up water that may run out.

Actually, your error code is "Sd" and indicates that the washer thinks that there are too many suds in the basket / drum.
Your buzzing sound is also likely to be the water inlet valves, common to top loaders as well, as the washer is adding additional water to rinse excessive suds out. Check your supply hoses for kinks, connections for scale buildup inside, as well as the screens on the inlet ports of the washer itself.
A kinked or restricted drain hose can also throw an Sd error code as well.
f-28 was flashing on my washer for the longest time, first i had read that my heating element had gone out which was false, my washer still produced the steam and heat prior to error code f-28 then shutting down.The 2nd thing i read was F-28 meant the locking switch on the door was going bad which again was false, my washer would lock and unlock allowing me to feed more clothes. So i took it upon myself to remove the lower cover clean and was my RINSE filter which at that time I discovered the DRAIN tube was pushed against my wall not allowing enough water to flow out on my washers RINSE & SPIN cycle.
If you have this problem I would recommend following your service guide to trouble shoot the RINSE FILTER & DRAIN PIPE. The washer motor spins so fast that the washer itself need to drain the water out 10X's faster then a regular standard washer!

“F21” is a Long Drain error. If the drain time exceeds 8 minutes this error code will be displayed. In addition, a “SUDS” error may also be displayed. This may be an indication of a drain pump problem and/or clog in the drain line. You will need to check the following:
1.First, attempt to unplug the washer for at LEAST 30 minutes to reset the Central Control Unit (CCU). Sometimes this is all that is required to correct momentary glitches with the unit. If the error code returns, proceed to step 2. 2.Check the drain hose to make sure it is not kinked or clogged. 3.Check the electrical connections to the pump and ensure the pump is running. 4.Remove the drain pump filter and check for foreign objects and/or debris. the f1 code turned into a f21 code. if you take off the front panel of the washer the manuel is in there it tells you how to reset it by pushing 4secs, releasing 4 secs for three times. To fix the F21 code unscrew the white drain after taking the front panel off and clean the drain. it will be cloged with lint, coins, bobby pins and whatever else can fit in there. LOL 10 minutes and it will be fixed like mine was, hopefully.
