Actually the cartridges in the printer at present are near to empty.and low on ink.so when you give the cleaning command it does not excepts and shows the routine maintenance message.that means the cartridges are emty and needs replacement.as to remove the cartridges just follow this instructions 1)keep the printer on. 2)then lift the upper cover of the printer that is wholle scanner assembly unit.it will easily get lifted. 3)as you will lift the scanner assembly unit the cartridges will start moving inside and automatically get stopped at a position where it can be removed. 4)let the cartridges stop at that position.as it stops remove the cartridges/ 5)lift the socket area where the cartridges are installed and just pull the cartridges towards yourself it will come out. 6)each cartridge is fitted in the socket with a lock so take care while removing the cartridges that lock does not get break down. 7)after the cartridge is removed in the same way install the new replacement cartridge in the same area as you removed it. 8)then the new cartridge will not show this problem. 9)problem solved. 10)thanks.

As what your printer is suggesting bu routine maintenance cleaning means it needs internal cleaning.that is only possible at proper repair center.get it cleaned and serviced internally .else then that nothing is the problem the printer needs cleaning.this is common in all the printer.that after particular usage it needs internal cleaning thats called servicing.
Replacing the ink cartridges
Your MFC is equipped with an ink dot counter. The ink dot counter
automatically monitors the level of ink in each of the 4 cartridges.
When the MFC detects an ink cartridge is running out of ink, the MFC
will notify you with a message on the LCD.
The LCD will inform you which ink cartridge is low or needs replacing.
Be sure to follow the LCD prompts to replace the ink cartridges in the
correct order.
Even though the MFC informs you that an ink cartridge is empty,
there will be a small amount of ink remaining in the ink cartridge. It is
necessary to keep some ink in the ink cartridge to prevent air from
drying out and damaging the print head assembly.
1 Lift the scanner cover from the right-hand side of the MFC until
it locks securely into the open position.
If one or more ink cartridges are empty, for example Black, the
LCD shows Ink Empty Black and Cover is Open.
2 Pull the ink cartridge hook toward you and remove the ink
cartridge for the color shown on the LCD.
3 Open the new ink cartridge bag for the color shown on the LCD,
and then take out the ink cartridge.
4 Remove the cartridge covers.
5 Each color has its own correct position. Keep the ink cartridge
in an upright position when you insert it into slot. Press down on
the ink cartridge until the hook snaps over it.
6 Lift the scanner cover to release the lock. Gently push the
scanner cover support down and close the scanner cover.
7 If you replaced an ink cartridge while Near Empty was
displayed on the LCD, the LCD may ask you to verify that it was
a brand new one. Example: Did You Change Blck? 1.Yes
2.No. For each new cartridge you installed, press 1 on the dial
pad to automatically reset the ink dot counter for that color. If the
ink cartridge you installed is not a brand new one, please be
sure to select 2.
WARNING
If ink gets in your eyes, irrigate them with water immediately and call
a doctor if you are concerned.
If you wait until Ink Empty message is displayed on the LCD,
the MFC will automatically reset the ink dot counter.
If the Install message is on the display after you have
installed ink cartridges, check that the ink cartridges are
installed properly.
Routine maintenance
Cleaning the scanner
Unplug the MFC and lift the document cover. Clean the scanner
glass with isopropyl alcohol on a soft lint-free cloth.

Here's the answer right from Brother:
When trying to use your Brother machine you get the message "Unable to _____". The blank may be the word Change, Print, Scan or Clean and these words may vary from model to model.
This message is a general message and will appear for different reasons. It often indicates a paper jam or a mechanical issue. Complete the following to determine the possible issue.
Open the scanner cover by pulling up on the lower right corner of the cover. Look inside the machine and remove any foreign objects. If you see jammed paper or another item inside this area, gently pull it out and then close the scanner cover securely.
Note
In order to transfer data from your fax machine to another, you must have the station ID programmed in your fax machine.
If the error message continues to appear, the machine will need to be reset. Resetting the machine will erase all faxes in memory and the Fax Journal Report. However, there is a way to transfer faxes in memory and the Fax Journal Report to another fax machine to print them out. Do the following to transfer the data and reset the machine:
Step1: Transfer the Fax Journal Report
Step2: Verify and Transfer faxes in memory
Step3: Reset the machine
If faxes are present, the LCD will prompt you to enter a fax number. Enter the number of the fax that you want to receive and print the faxes. Press Black(Mono) Start .
After the Fax Journal Report and faxes in memory are transferred to another fax machine, disconnect the Brother machine from the power source for several minutes and then reconnect it.

Machine Error 46 – Purged Ink Box Full MFC620CN/420CN/410CN/210C and FAX2440C
The
machine counts all purge (cleaning) operations in order to prevent the
internal ink absorber box from overflowing with purged ink. An “initial
purge”, for example, advances the purge counter by 187 + 420 = 607.
When the purge counter approaches 6400, an internal "Machine Error 46"
is generated. Further purge operations are prohibited, and therefore
the printer becomes unusable.
When an internal Machine Error 46
is generated, the user will see an “Unable to Clean” external message
and will be unable to use the printer. The “Unable to Clean” external
message can relate to many different internal error codes however.
The
user can establish the internal Machine Error Code as follows: pull the
mains cable out of the machine (power off), hold down the Menu/Set key,
re-insert the mains cable into the machine (power on). The internal
Machine Error Code will be displayed.
If there is a Machine
Error 46, it is necessary to dismantle the printer, replace the ink
absorber box (or possibly break the ink absorber box open and clean its
absorbent sponges under a tap), re-assemble the printer and reset the
purge counter to zero.
Resetting purge counter MFC620CN/420CN/410CN/210C and FAX2440C
1)
Enter machine maintenance mode (on MFC210C all four photo/copy/fax/scan
lights flash in maintenance mode). Care is needed in maintenance mode,
otherwise critical settings may be inadvertently corrupted.
FAX
models with numerical keypads: Press the Menu/Set, *, 2, 8, 6 and 4
keys within two seconds. (if you fail to complete the correct key
sequence within two seconds, press the Stop key to try again).
Other
(non-FAX) models: Press the Menu/Set and Black Start keys. Next press
the “up arrow” key four times to enter the maintenance mode).
2)
Press the 8 then 0 keys in the initial stage of the maintenance mode to
call up the machine's log information list (function code 80).
3)
Press the Black Start key several times to scroll through the log
information list to reach the purge counter. The purge counter is the
25th item in the list.
4) Press the 2, 7, 8, and 3 keys in this order to reset the purge count to zero.
5) Press the Stop/Exit key to return to the initial stage of the maintenance mode.
6) Press the 9 key twice to return to the standby state.

That measn that you have to open the printer software and perform an head cleaning procedure, do this a couple of times, if this cannot solve the problem remove in tanks, unplug the printer for ten minuntes, restart and place new inks or old cartridges back in place.
If still no luck then you may need to service the printer.
You will have to remove the printer cartridges and clean the print heads with isopropal alcohol to get them clean, it should then do the routine maintenance
Go to the settings option and enable the routine maintanience option.then it will happen.
