Kawasaki FC420V back- fires thru carb on cold starts,will eventually start and starts and runs fine there after. Engine has been overhauled,carb was cleaned and checked,did we miss something?

It sounds like you have a stuck valve on the carb. I recommend taking the carb off, taking it apart and cleaning everything well with carb cleaner. When you remove the lower bulb on the carb there will be a float valve inside. Check the tiny needle valve for any residue. If it still looks bad (the valve) after cleaning you may need to replace it.
Usually a good cleaning once every year or two will take care of any carb problems.
unplug the engine harness and then check for spark if you have spark its a bad safety switch
