To find out if you need a new reostat disconnect the wires from it and put an ohm meter on it and check the ohms resistance it should read up and down ohms as you turn the dial.

In order to check the wire speed control you will need to open the machine and test the wire speed control mechanism (rehostat, potentiometer) with the use a volt meter. If you see a a variation on it while moving the knob then your problem is the PC board.
If you see rust on the wire then you should stop and change the gun's liner, change the contact tip and clean the feed rolls. Rust can accumulate inside the gun and make the wire feeding a problem.
Try moving the tip closer to your work and try turning your wire speed down Most people want to crank up the wire speed when it spits and sputters Turn it down See if this helps
take side panel off where power goes into unit,check for voltage ,if not go to where plug is plugged into check for power if there is power check the crows foot to make sure all three wires are tightly screwed to terminals
check the wiring to the reostat (the resistor that controls the fan speed) also check the reostat has not burnt out. (the reostat should be near the heater motor housing)

Some welders control wire speed with the amps control, some control amps with the wire speed control. You might try turning things up until it runs smoothly without pushing back. If you're new at welding, it does take some practice until it feels right.
