I had the same problem. Press the blue button to make the "head" of the charging mechanism pop up (probably already stuck this way), then pull it up slowly but firmly. It should pop out with little difficulty. Keep pulling it up until you've removed the entire head from the charger, but make sure you don't pull far enough to yank out the wire that attaches the head to the charger base.
You will expose a spring housed in a white tube on the base of the charger. Pull out the spring, then reassemble. The head won't pop up automatically anymore, but you'll be able to pop it up by hand--an easy tradeoff for a working clean and charge!

I've heard of other people refilling the cleaning cartridge with other solutions rather than buying a new one. I understand the genuine article contains a lubricant as well as a solvent. You might have to manually lubricate the cutter head if you use a solution that does not include lubricant.

Open the shaver:
1) Use a small flat screw driver pry off the bottom (where the cord plugs in)
2) Remove the silver sides
3) Using a small torq driver remove the 4 scews
4) Open shaver
5) Remove circuit board with batteries
6) Remove and replace circuit board with batteries (or solder in the new batteries)

In your case, it's hard to know exactly what might be wrong without
more information. Was the shaver perfectly fine and then all of the sudden won't turn on? Or was the shaver working for shorter and shorter periods over time and then just quit? Was it exposed to undue heat, such as left
in a car or in a place that wasn't air conditioned in the hot summer?
Although the batteries in these shavers are fairly robust, if fully
discharged and not used for a long while, it might be that they've got a
"low level memory" and will need replacing. If you are handy, you
could disassemble the shaver and replace the batteries. They are NiMh
AA flat top batteries that you can buy on websites like
onlybatteries.com. If you're handing with soldering, you can replace
them yourself. If you're unsure about that, you can buy the batteries
along with the circuit board as a complete unit that drops right into
place. Shaveroutlet.com sells these.
Another thing is that if the shaver was dropped, there's a chance that a metal connector part has come loose and so the shaver won't function. Taking it apart, you can see if this is the case.
The Braun 7000 series are rather old at this point, so sending it off for repair is kind of out of the question, as the costs involved would be more than if you bought another shaver. If you're not wanting to spend the big $$ on the new 9000 series shavers, find a new old stock 8000 series shaver (they are better made than the 7000 series). You can search on "that auction site" and you'll find quite a few Braun 8000 (or 360) series shavers available for sale.
