My Freezer was not cooling but the main compartment seemed to be ok. The Divider bar between the compartments was excessively hot. Called a repair man to look at it and we cleaned the compressor and notice the compressor cooling fan was being tempermental. He said that fan and the electric board would have to be replaced. Is it really neccesary to replace the electric board? It looks like to me a simple replacement of the Fan Motor only.
Yes it will be needed to prevent damage to either the new fan motor or the motherboard. These models are costly and better avoided if possible to replace the refrigerator with a model that does not have electronic control parts, Sea Breeze

If you remove the back panel on the inside of the cabinet then you would be able to check the evaporator coil (cold bit) and see if it is frozen up. If it is then defrost the system and see if you have any improvement. All the things you have pointed out over the compressor is normal, they do run incredibly hot. If you have got the freezer on a very cold setting I would suggest bringing both setpoints to a mid range setting. Check the temp in the fridge by measuring liquid temp as air temp is prone to fluctuate more. If you still have a concern I would suggest contacting a fridge guy to assist you. Hope this is of some if not limited help.

Most G.E. the fan will not work if limit control is not working, staying in open position.This also means the defrost heater will not work. If you had an amp probe it would simplify your diagnoses. you could put it into defrost,and if the amps showed heater was not coming on it would prove my theory. The limit control is a small button like switch about 1 inch in diameter cliped to the cooling
coils in back of freezer. Hope this helps.

You need to remove the fan and test it somewhere different. The compressor is in need of the condenser fan. Everything will overheat without that fan working. You should also test the power at that pin plug. Let me know what you find. Sea Breeze

Your refrig light switch does control the freezer fan and the refrig light bulb . Replace the refrig light switch .
Open the refrig door , freezer fan goes off and the refrig light comes on .

You will need to unplug the fan and test the voltage coming from the board. You should have 12 to 13 volts DC. Unless you place a fan on condenser that blows air to keep it cool until we locate the problem the compressor can be damaged from over heating. With new board and new fan you must have a bad connection in the wiring harness. Click on wiring diagram and it will open in a new tab as a Service Manual.
