Hello try to install the chipset driver from here:

Select download and open the driver folder, and download the chipset driver.

When downloaded run the exe program, and reboot after the install is done.

Here's your GEEK-steer ...

Just so I'm clear, here's what I'm hearing in your question:

  • You already possess an "Intel Pentium 4 proccesor (socket 775)" CPU chip.
  • You are shopping for a motherboard, and have desire to marry that chip with a "Biostar G31-M7 TE" motherboard (MB).
  • That is, until a "dealer" told you "That M/B don't work with these proccesor".
If this is accurate, I believe the one operative word out of all the many above, is "DEALER". My guess is this dealer is "dealing", and either:
  • doesn't want to sell only the MB without whatever chip he currently has installed in it.
  • wants to get you to give up on YOUR chip in order to get one from him,
  • or is honestly mistaken ... because unless he knows something that you, I, and the MB manufacturer are not privy to, he's plainly wrong.
Per the MB's own spec-sheet, the "Biostar G31-M7 TE socket 775 mATX motherboard features an Intel G31 / Intel ICH7 chipset with support for socket 775 ... Pentium 4 Processor"s. I personally would have no hesitation pairing that chip with this MB.

In conclusion, the answer your final question: "Who has the reason". I believe it's clear that it's the "dealer" who has reason ... to not provide you with accurate advice!

Good day sir, hi. you need these 7 things to make your pc start, make sure they are good.

first unplug your pc. open the side panel to access the motherboard. Remove all connections to the motherboard.

  1. Remove and check the memory module, make sure that the memory terminals are clean, you can use an eraser to clean the contacts. much better if you have new ones. or test the memory modules on another PC to confirm that they are good, then snap it in place, you should hear clicks as you place it on the slot.
  2. Clean the memory slot with a clean paint brush, there should be no foreign objects inside the slots, visual inspection is necessary.
  3. make sure you PS is good. Plug in the 20/24 pin connector and the 4 pin 12v connector firmly.
  4. Make sure that the processor is installed properly. the fan is connected on the fan power port.
  5. connect the monitor to the vga slot, (or if you have graphics card)
  6. connect a keyboard,
  7. and a pc speaker (or the thumb speaker)
Power on your PC.
monitor your PC speaker.

You should hear a beep, (good) one long and 2 or 3 short beeps, problem with the display card, continuous beeps, system board cannot detect memory.

monitor your keyboard.

You should see 3 sets of led light, numlock+caps lock+scroll lock, and a few seconds, 1 led light, the num lock only.

The processor will run windows 7 but may not be very fast.
Look for the correct driver for the m/b at BIOSTAR.com

Hi, you maybe just need a driver for the mainboard.

Try the chipset driver first.
Please unzip the file before installation.
You maybe also need the driver for the usb controller.

Try to use a PS/2 mouse until the driver is installed.

Its not for windows 7 but it will probably run on your system.

X86 is for 32 bit and X64 is for 64 bit system.

Try the xp or vista driver.

learn audio drivers come from only 2 places
the OS PnP servers at microsoft
or from oEM BIOSTAR.
the motherboard is DIY grade and that means the manual covers all that. did you RTM the manual first.
no PC case told. at all, and mixing OEM cases with mobo will fail here, for those jacks front not any kind of industry standard at all
the rear work so why not use those?

those front cables are custom, jack sense only works on the maker of the CASE not told the OEM case and model not told by you.
dell,hp or who?
worse yet that mobo has no front panel feature at all

the bios all USB ports enabled firest
the USB drivers from BIOSTAR loaded forget that ??? I bet yes;
front USB2 ports and rear USB ports fail?????? or just one.
the intel ICH7 chip runs up to 10x, USB2 ports so is not a problem.
why not get working driver from BIOS STAR
XP is a virus magnet never seen one not infected now or for 10 years, XP driver seen on the web are all infected
the ones at BIOStar are good. (and microsoft.com direct)
