I am tryng to copy my iPhoto library to the passbook but it says that it cannot be done because there is already an iPhoto library there.

The best thing to do is:
On your Mac, go to Finder > Applications > Utilities > Disk Utility > Select the WD Passport Drive > Erase >
Format as Mac OS X Extended (Journaled) Give it a name
Then press erase.
THIS WILL ERASE ALL DATA FROM THE DRIVE - but it should fix the issue.

The power light on cord is blinking and I'm not detecting it in my drives.

IF PLUGGED INTO EXT. CORD, REMOVE AND PLUG INTO WALL OUTLET. IF THIS DOESN'T HELP REPLACE POWER SUPPLY.

I have a western digital ext hard drive-no power- new case needed

You might be able to purchase another case from www.geeks.com.
They have both 2.5 inch and 3.5 inch hard drive cases.

Western digital passport i/o device error

90% of the time this is a power problem. The USB port on the computer can not supply enough watts. Use an external USB hub that has a 5V power supply.
