I have the parts diagram, but that doesn't help. After taking off the seat, I was unable to disassemble the rest to check for loose wires. Only one real wheel turns in 2nd gear only--no reverse either. I know where to buy all the parts, but taking this apart is not obvious.

On these, only the 2 rear wheels are the gear wheels. You will just need to replace the tires on those with the rubber ones if you choose to go that way.

I would replace the shifter assembly. It seems to be a better upgrade with the switches built into the shifter itself. It also has the wiring with it.
As long as the battery seems to work and the motors are going in one of the speeds, then there is not much to the vehicle.
It is a specific Peg Perego Switch assembly.

For this Peg Perego Razor model, some of them have a lever that slips over the foot pedal to keep it from going in reverse for safety reasons.
I would check the foot pedal and see if it has one.
