A 7701P is a remote transmitter. It is not an alarm. You must know the alarm's model because different models have various ways of programming transmitters. In other words, you do not program the 7701P. The frequency is already fixed. You must program your security system to teach it that transmitter's code. Look up the manual for your security system. Instructions will be there. This typically involves turning the ignition on/off a specific number of times and pressing a valet/programming button (or switch) a certain number of times and then pressing a button on the transmitter.

Press and hold programming button on the back of the remote until one long beep is heard, Programming mode has been entered. Use the lock button to toggle between vibrate and beep. If no action is taken after five seconds, the programming mode will be exited.
the toggle switch will not disable it. you need to turn the key to the ON position WHILE the alarm is sounding (so if the sole virtue of turning the key triggers the alarm you will need to turn the key off and back to on), then press and release the valet switch once.
see the picture below to know what you're looking for.
If you just want the LCD backlit turned on, press and hold the program button on the back of the remote until the remote gives a long tone, that indicates that you've entered programming mode. Then within 5 seconds of entering programming mode press the the unlock button. The remote will beep once for backlight on and twice for backlight off. In the "on" setting your backlight will turn on each time a button on the remote is pressed. It will run down your battery faster though. It's the same for both the 990 and the 950 remotes.
Do you have the alarm's remote fobs? If not do you know where the valet button lives? It's a little black button hid somewhere under the dash. Anyway put your key in ignition turn key to "run" position and within 5 seconds push the valet button and that should stop the alarm and allow you to start the vehicle. OK after you get the vehicle started turn it off and hit the valet button again. The blinking LED should be solid not blinking and that's telling you your in valet mode which means the alarm is off, the conviencince features like keyless entry and remote start will still work but the alarm is standing down.
