It i called a detent lever, part # 2030052. Usually a repair shop can order this for you. Or you might try bissell.com and see if you buy it online from them.

The handle adjustment knob part # is 2031095, the height adjustment wheel asm. part # is 2031330. You might try bissell.com and see if you can order direct from them. If not, most repair shops should be able to order for you.

On this model it is only a single slide adjustment lever. have you trie to tilt the vac backwards (lifting the wieght off the front wheels) and then slide the adjustment lever?
If there is a mechanical issue with it. take the bottom plate and roller out, and then the 2 small screws which hold the cover on underneath. you should be able to see the problem from there

on the bottom there is a smaller set of wheels in the middle check to make sure the spring is still in place

In my experience, Hoover height adjustment are "stops" rather than being attached to an axel. Look for something that rould resemble a set of circular steps somewhere in the path the axel would take as it goes up and down. It is usually on the underside from the knob that sets the height. Each 'step' represents a height with the shortest step being the lowest setting from a certain perspective.
On some Hoovers, therte is a ratchet petal on the right side. The ones I have seen are similar in operation to the above.
