Yes, they are exactly the same thing. Body boarding has been sometimes called boogie boarding since the invention of the boogie board by an entrepreneur named Tom Morey.
The original body boards were made of wood, so although a boogie board is a type of body board, not all body boards are boogies. Boogies are made from ethafoam and are softer (and thus safer) & usually more flexible. They float better but are slower than wooden body boards.
