First do you have the switch in either the forward or reverse position. I would shift to either again just in case. Second look at where the battery connects and see if any debris or bent terminals. If this is a new tool I would take it back for a replacement. Milwaukee has a good warranty and it would probably not be worth the headache trying to fix, but we can if you want. Let me know

You have to activate the batteries by putting them in to the charger for a minute first, they are in an inactive state when first bought

HAVE YOU CHECKED THE BATTERIES TO VERIFY THAT THEY ARE TAKING A CHARGE? PUT A VOLTAGE METER ON THE BATTERY AND VERIFY THEY HAVE A CHARGE. IF NOT, REPLACE THE BATTERIES.

If nothing's broken, you can usually apply and hold pressure in the direction you want to the switch or ring, depending on which model you have, and lightly press the trigger to get it to move.

Replacing brushes and are they part of the trigger

depending on the date code, the brushes might not be replaceable. I suggest going to milwaukeetool.com and typing in your model number and under schematics find the one with the date code of your tool or get back to me with the code and I will research further, I looked at 3 breakdowns and one had replaceable brushes, and finally no they are not part of the trigger

I need a parts manual for a milwaukee 5316-21 rotary hammer drill , where can I get one?

Go to Milwaukeetool.com and look under parts manuals. Type in the model you need and all the electrical/parts drawings will come up. You will need the serial number as well to get the most current drawing.

Stopped working in mid drill. squeeze the trigger, nothing happens

It could be a dirty switch connection in the trigger assembly , it happens to me on my electric sanders all the time , just open it up and try blowing it out with an air compressor
