Odds are the fan is in the freezer side...For some reason the cold air isn't getting to the freezer. In the back of the freeze part shoud be a channel that the cold air blows thru to cool the refer. Either the fan is not working...or working slow. or something is blocking the path of cold air. Dig into it. Shoud be an easy fix.
If in the previous cases you could hear the compressor and the fan and now you can't then it's clearly an all-together different and unrelated problem: in the first case everything worked , but not at peak performance because the freon has escaped during the life of the fridge (something normal, it happens to all) so the air flowing thru the coil wasn't cooled enough, now nothing works because the control board of the fridge has failed completely.
This is not going to be an easy fix: at least the control board will have to be replaced and the rest of the components checked for faults - since the board rarely just dies out of nothing. It's a much more complicated job and it's going to be much more expensive to fix. Considering the age of the fridge i really doubt that it's worth the bill - at least $400. Just cut your losses and buy a new one.
A temporary solution for this, is to use a fan to blow some air to the back of the unit. Looks like -as you already figured- the condenser fan is broken. If your fridge starts cooling with the external fan, you may have keep it working on this way until it is fixed.
If you had previous service in your appliance, perhaps the tech guy forgot to plug the fan connecto to the power.
There are two components that are supposed to take care of this problem. One is a heater that defrosts the system (not really frost free) and the other is a timer that turns the heater on and off at predetermined intervals. If the heater or timer fails, the system will frost up and block the path of cool air not allowing the freezer to cool down.
It will likely be the fan that is in the back of your fridge that pushes the cold air up into the fridge from the freezer. Probably because the wires will have broken. You need to pull the back of your fridge out and it will be right at the bottom of your fridge at the back. It is a pretty easy fix. You will need to either replace the fan or fix the wire.
If this Amana has digital display at top in fridge more than likely the Jazzboard (control board) has failed. Check for votage at fan if you don't get any or some times if you do the Jazzboard can still have issues controling the evap.fan. I've found the Jazz board to go bad some times. Hit me back let me know. Jazz board is in the control box were the digital numbers light up.
