this happened becoz u heve cancelled windos insatlltion in the middle . do one thing go to bios option by pressing f2 or del during boot up and then selct cd as primary boot device . also dont forget to selct the name of cd drive in cd drive option then try formatting the computer

Inside that you should find a directory called something like Disk&Ven_USB2.0&Prod_CardReader_SD0&Rev_0100. Open it. Inside that you should find another directory wich is just a bunch of numbers. Open it. In the right pane you should see a key called "Hardware ID" Right click on it, and select modify. It should list about 7 lines of text. Copy ONLY the first line to the clipboard. Hit cancel, close regedit.
After the comma, hit ctrl V to paste what you coppied from the registry into the file then save the file.

It means that the BIOS cannot find a disk to boot.
Make sure you selected the hard drive in the boot settings of your BIOS
Remove all external DVD drives or floppy drives or ethernet cables
If you get an error message, you should start troubleshooting your hard drive.
