Bike wont start keeps flooding the spark plug
Either something is stuck in the float bowl valve or similar. You will need to shut off of the gas, drop the float bowl, check that the float move and closes the valve. If everything looks good and the valve actually closes, then there is a chance the float is fuel logged, or soaked with fuel. It won't float then. Replace the float, clean and/or replace the valve, clean the seat and check for scoring. New gasket on the float bowl, tighten it up, and you should be set.

Take one of the plugs out and hold it against the head while the engine cranks. You should get decent spark. If not, you have an ignition problem. If it gets decent spark, try spraying some starting fluid into the air cleaner box. If the engine starts up and runs for a couple seconds, you have a fuel delivery problem.

Check the fuses. Is the kill switch on or shorting out? Disconnect it and then check for spark. Sidestand/centerstand should be up, Got a good battery?
I am unfamiliar with your Keeway and just trying to help. Don't give me a bad rating if I miss the mark on this one. Thanks.

you should open the carb and check the floaters and the pin they control. Then adjust the float height and test it before you put it on the bike.Empty the gas from the engine 'cause it will damage the crankshaft's oil seals.

I would check the timing to make sure that it is correct because if it's not firing at the correct time it will not start.
