The problem I am having is: my freezer and fridge. is not getting cold. When I plug it in the compressor seems to work fine. I took off the back panel inside the freezer section, and the coal started to get frost on it, but the evaporator fan would not come on. Does this fan susposed to come on when the fridge. is first plugged in? or do I have another problem?

These tempratures are pretty cold should be around 0 deg. but it sounds like you might have a bad defrost timer or defrost thermostat the frost should not come back if defrost system is working
looks as evaporator fan is working. have you ever clean condensor under the fridge. possibility it is pluged with dust and not allowing compressor to cool down. Also check the fan at the back of the fridge beside the compressor. see if it is working

Not sure how it can work fine and is not cold. When you say work fine, is the light on and the freezer fan blowing but is the compressor running?
Unplug the Ref and wait about 30 min or so, plug it back in and listen for the compressor to start running. You should be behind the Ref to hear this. If you don't hear it start running then you may hear a clicking noise. This clicking is a problen with the compressor start relay. If the compressor runs but still is not cold then it could be low on coolant.
If top is compleatly warm it is probley the fan motor, lot of failures on them. Replacement one will be a different looking motor. Verify motor is not turning, located in the back of the freezer in the top middle, behind small grill. Will see fan blade pointed up, should run whenever compressor is on.
Generally speaking it is the refrigerator control that controls the compressor operation. Refrigerator is cooled by air from the freezer. When the refrigerator gets down to its designed temperature it shuts off the compressor. The freezer control determines how much air is allowed to flow into the refrigerator section and there-by controls the freezer temperature.
You didn't say if the compressor is running or not. If it is and all other things you stated are running then it has a sealed system problem. The sealed system comes with a 5 yr warranty in most cases (check owners manual). If the compressor is not running then listen for a click at the compressor. If you hear the click then I would replace the relay on the compressor. If you need further help I will need the complete model # off the sticker inside the fridge section.
