There are different ways on how to reboot a computer. If your laptop is
not operational like it's frozen or crashed with the mouse frozen, try
the simple steps below:
1. The custom way to reboot your computer
is to press and hold the power button until it shuts off. Then
press the power again if you want to turn it back on.
2. If your computer is functional and you just want to reboot/restart it, click on
Start then click on Turn Off and select Restart. It will restart your computer.
3. If you can't click on the Start button but your mouse
is still functional, you can simply press the Ctrl + Alt + Del button
on your keyboard to bring up the Task Manager. Then on the Task Manager
window, click on Shutdown tab, then choose Restart.
4. If your computer wont turn off no matter what you do, like holding the power
button and the steps above, try to unplug the power cable
for few minutes then plug it back in. Try to turn on the computer again.
System Restore
Click on START > All Programs > Accessories > System Tools > System Restore
When you do System Restore, this feature will restore your computer's settings back to its normal or functional condition. You can just choose an earlier date where it was working fine. The good thing about system restore is it wont delete your recent saved files and data.
If you really want a clean hard drive/system like what you said (brand new), reformatting the hard drive and reinstalling Windows Operating System is what you need. You need your Windows installation CD to do it. Click on the links below on how to reinstall your Windows Operating System.

I'm having a similar problem on my 320gb SimpleDrive. I backed up all my files on it, and now my computer can't read the drive. I've tried it on several different USB ports, with no luck.
