Check to see if the line is plugged up.
I had this problem. Several wash cycles completed without emptying the bleach or fabric softener cups. Eventually the machine showed an error code for low water pressure. I checked the hose bib valves and noticed only one was completely on. I opened up the other completely and - voila - bleach & fabric softener dispenses perfectly now.
SOURCE: Water overflowing from dispenser, no error codes
check the holes of the dispenser, could be clogged with soap and liquid detergent. check the hose where the dispenser flows to the drum, it could be clogged also. open the door, trace the dispenser hose that is attached to the drum or to the big rubber gasket at the front. check and see if there is dirt accumulation or soap clogging the hole.

SOURCE: Whirlpool bleach dispenser not dispensing properly
It sounds like the bleach dispenser is clogged or has a crack in it. What we do, is when we bleach our clothes and I know that this is extra work, but we wait until the washing machine is full of water, then add the bleach directly to the wash.

Sud= The unit has sensed there is too many suds in the unit it will
flush and pump out for 5 min and restart on its own..This is caused by
too much soap use..
From the book :
SUD Code=
If too much detergent was used:
—Run the unit through a Rinse/Spin cycle.
—Run a Normal cycle without adding any detergent.
This should clear the unit of the excess detergent.
1. Check the drain hose and make sure it is not plugged
or kinked.
2. Unplug washer or disconnect power.
3. Check wire harness connections to the drain pump,
pressure switch, and Central Control Unit (CCU).
4. Check/clean drain pump filter of foreign objects.
5. Plug in washer or reconnect power.
6. Check drain pump.
7. Check the pressure switch.
8. Verify CCU operation by running a Diagnostic test or any
cycle.

Hi dlypooh, thought I would post the solution here as well for anybody who needs to do a search in the future...
Remove the dispenser, pour water into the opening and make sure water
can get into the machine freely. Inspect the opening for soap build up.
If water goes down slowly (re: dlypooh), open the washer door and
feel around the bellow for anything blocking the water inlet port into
the washer (socks can sometimes get wedged up there and cause a
blockage).
If it all checks out ok, make sure the machine is properly leveled and not leaning forward.
Hope that helps!
