Is there a light from the CRT filament? if so.. adjust the "screen" screw at the back of the Flyback slowly. Measure the G2 pin for almost 4k to 6k DC volts, dont let the screen shows horizontal lines or flyback lines.

Vertical defection failure. Common failure. Pretty easy to
repair ($50-75?). However, my general rule of thumb is not to
waste any more money on TVs over 10 years old. Too much other
stuff in there ready to fail as well.
This is usually caused by a problem in the Horizontal Output section, around the Horizontal Output transformer usually a capacitor or diode going or gone faulty... the line you see are the Horizontal "Retrace" lines that are useually "Hidden" when the circuit is OK..
