I'm guessing that when you pull the release handle it moves, but nothing happens.
Odds are that whay has happened is that the cable has come out of the release lever, Or, the cable sheath has slipped out of its retaining slot.
Either way, you have two things to do:
1) Get mobile so you can go home. To do this, put it in park or low gear with the motor off. You will need to access under the dash where the release mechanism is located. Use a pair of pliers (or whatever else will work) to pull or pry the release lever away from the firewall (towards the seat. The parking brake will release.
2) Go home (or wherever, just don't use the parking brake.
3) Repair the brake:
- Release the Cable Sheath from the retaining slot.
- connect the cable to the release lever
- Re-install the cable sheath into the slot.

if you look under truck at the backing plates you can see the cables going in. there is a spring and a lever.take a hammer and punch to tap the levers away from springs(to make cables longer) it should release brakes
It sounds as if your shift cable is out of adjustment. If you remove the air filter box and the hose at the throttle body you will be able to access the transmission shift lever, on top of the ******.Loosen the cable adjusting screw that is on the lever. Pull the lever all the way to its detent position which is Park. Release the parking brake and rock the vehicle to assure that it is in Park lock. Reset parking brake. In the cab, place the Shift lever in the Park position, return under the hood and tighten the cable adjusting screw. Your van will only start when the transmission is in Park or Neutral. You need to lower the underdash shroud. Couple 7mm nuts hold it on. Look to the left at the parking brake pedal. Follow along a black sort of tube to the end. That end will have a cable comming out of it. Follow the cable. The cable is attached to the parking brake release lever. Pull the cable or the release handle and the parking brake should release.
Okay, this is the step that says how to REMOVE the cable:
Remove retaining clip from the parking brake rear cable at the disc brake caliper. Release the tension from the parking brake cable and disengage the cable end from the parking brake lever on the brake caliper.
And this is the step that says how to INSTALL the cable:
Connect the end of the parking brake cable to the parking brake lever on the disc brake caliper.
Seems regular maintenance would be required for your cable issues, and lubing them or limiting your salt water/road salt exposure and/or any underwater/extended wet exposure. Other than replacing the mechanical section INSIDE the cab, there's nothing else that can be replaced. Besides buying a new truck. ;) Cheers.
There should be a manual release. Reach up along the parking brake pedal. Ford has a manual lever that you pull toward yourself to release the parking brake. Hope this helps our with your problem. Best of luck. Greg

The rear drum brakes:
Have internal shoes that expand against the brake drum (1126).
Are a single-anchor type.
Are actuated by one rear wheel cylinder (2262).
Have two pistons in the rear wheel cylinder (2261). One exerts force against the upper end of the primary shoe; the other exerts force against the upper end of the secondary shoe.
Adjust rear brake shoes and linings (2200) automatically.
Need manual brake adjustment if the adjusters are not operating properly or after the rear brake shoes and linings have been replaced.
When the brake pedal is applied, hydraulic fluid pressure forces the pistons in the rear wheel cylinder outward, moving the rear brake shoes and linings against the brake drum.
The rear drum brake system includes the parking brake mechanism. Refer to Section 206-05 .
Apply and fully release the park brake several times. Verify that the park brake lever releases completely.
Turn ON the ignition. Verify the red BRAKE warning lamp is not illuminated.
If the red BRAKE warning lamp is illuminated, verify the following:
The park brake lever is in the fully released position and against the stop.
There is no slack in the park brake cable.
Turn OFF the ignition.
Disable the SIR system.
Remove the front floor console.
With the park brake lever in the released position, using ONLY hand tools, loosen the adjusting nut completely to the end of the front cable threaded rod.
Raise and support the vehicle.
Remove the rear tire and wheel assemblies.
Adjust the rear drum brakes.
Ensure there is no brake shoe drag after adjustment by rotating the brake drums. If drag exists, re-center the brake shoes and perform the brake shoe adjustment again.
Install 2 wheel nuts to the wheel studs and firmly hand tighten in order to retain the brake drums.
Lower the vehicle to permit access to the park brake lever.
Raise the park brake lever 1 detent position. Notice: Refer to Fastener Notice in Service Precautions.
