Could be something simple, like a bad cable.

Try turning off the laptop, unplugging it, pulling out the battery and holding power down for 30-60 seconds. After that's done, put the battery back in, plug it back in, and turn it on.

if it's a desktop system it won't work without the power being plugged in, if it's a laptop then it's a good guess to say the battery is dead.
the above comments are based on the assumption that the mains plug is plugged in to a fully working mains outlet and that it's turned on.
have you tried turning the computer on when it's plugged in and does it work?

Sometimes there is a reset button and sometimes you have to reset it through a menu. Of course, if it won't turn on, then you can't get to the menus.

May I ask, what is you Toshiba camcorder's model #?
