it's possible but not all that likely. The sump pump is pumping dirty water and the domestic water should be clean.

Metal heats as it expands so if you have a fit that is tight to the maximum tolerance cold it can be rubbing as things heat up. If a motor is running inertia helps keep it going while the system heats but then it stops and once it has to restart, it can not develop the extra torque needed to get rotation started. Check for things such as sagging motor mounts on the pump motor, a worn bearing fit in a pump shaft or impeller assembly or a damaged wear ring inside the pump housing. Any sign of a rub would show you what to fix. It would be helpful if you clarified what brand and model the pump is and whether the whole unit was replaced or only a portion of it last year if these suggestions don't solve your problem.
