If it is a single oven on it's own then it can be used from a 13 amp plug and socket, the same with the hob, if it is seperate from the oven it can be used from a 13 amp socket.
If it is a combined unit, then it will have to be hard wired to a seperate circuit using 6mm twin and earth cable, and fused on it's own circuit.
If the oven fan is working o/k, then all you need to do is replace the oven element, a straightforward repair, and cost effective, if no fan, then could be expensive.

Providing it is just a single fan oven on it's own. then it will work fine from a normal 13 amp socket. If it is a double oven, then it will have to be hard wired into a cooker control switch box, protected with a 30amp circuit trip or fuse. Please rate my solution to your query. Thanks.
